About Dave
I grew up in West Springfield and attended Fairfax County Public Schools -- Rolling Valley Elementary all the way through West Springfield High School (Class of '80). I lived in West Springfield from 1970 to 2003, and now live in South County right on Ox Rd. When I grew up, West Springfield was on the edge of civilization. We had miles of woods south of us. Old Keene Mill was two lanes, the Pohick Regional Library was a dairy farm, and Burke was still just one house! Can you believe it?But even today, many things are the same as they were in the 1970s. I played on SYC soccer teams. (Back then it was the Springfield Boys Club), swam on my NVSL swim team for Village West, and played trombone in the band.I graduated from UVA in 1984 with a degree in Economics. I attended law school at the University of Richmond in 1988. After law school, I moved back to West Springfield, where I started my law practice and got involved in our community (I was President of the West Springfield Civic Association for three years and on the Fairfax County Transportation Advisory Committee). In 1993, I ran for the House of Delegates and won. I have held this position for 18 years, and am truly honored to represent the area in which I grew up and currently live and work. I spent the first couple of years listening more than talking, and learning all I could. I am now one of the most Senior Republican members, and the most senior majority party Delegate from all of NoVa. All of this hard work has allowed me the honor of serving as Chairman of the Courts of Justice Committee (the Judiciary Committee). And, now, I can get things done!

Rita and I were married on April 21, 2000. (Aren't you proud that I remembered the day?) We adopted Ben on September 1, 2005! We had one day notice and got our little Atlantic City, New Jersey boy the day after he was born.Rita worked in pharmaceutical sales before Ben was born. Now she is a mom and runs her interior decorating business as a part time job. On the side, she is the tambourine player for my band Planet Albo. (Did I tell you about my band? Well, when I get a chance I will make a web site for us. Basically, we are a band of Republican Delegates and government affairs reps. Believe it or not, we are pretty good...if you like old guy classic rock like Led Zep, the Who or the Stones.)

For example, there are a few anti-Dave web sites out there that are all paid for by Dave's democrat opponents. And, if asked, the anti-Albo people would say this site is biased. I grew up in West Springfield and now live in South County. My wife, Rita, and I are parents to a wonderful little boy -- Ben. So I don't need to guess what you want from your state government. I know what you and your family wants, because it is what I desire for my own family.Over that past 18 years of service as your delegate, I have worked hard for you and gained seniority in the House which has enabled me to deliver results for our neighborhood and NoVa.

Building roads and rail for a faster commute so that we have more time with our families,

Keeping our schools the same quality I had when I went to Fairfax Public Schools with quality buildings and small class sizes,

Getting our children into Virginia Colleges and Universities ,

Making our neighborhoods safe so our children can play in the neighborhood,

More State Funds for Fairfax SchoolsBecause of the Recession, 95% of the state's school budgets were cut. The state tried to take Fairfax's funding. Dave led the charge to defeat this money grab, and delivered over $220/student/year more to our Fairfax County public schools.West Springfield H.S. Renovation. As a WSHS graduate, this issue is close to Dave's heart. Dave worked with Supervisor Herrity, School Board Member Bradsher, and WSHS parents to get our school from not even on the renovation list to the top! Construction should begin in three years!Lee and Lake Braddock Renovations. Your School Board gets sole credit for funding these much needed renovations. South County Middle School. As a delegate, Dave delivered $1.7 million toward the construction of this school. As a parent, Dave joined the South County Middle School Solutions Group, which worked for four years to earn our School Board's approval to build our school!South County Secondary School. Dave's Albo-Rust Public/Private School Construction Plan created a new way to use private companies and private sector capital to build schools. Combined with local parents' land swap idea, we built SCSS in half the time originally planned and at two-thirds of the projected cost.Getting Our Students Into VA CollegesDave is working to get your children into Virginia colleges. Dave was able to get UVA, William and Mary, JMU and Virginia Tech to add hundreds of new in-state slots over the next three years.

NoVa RIPOFFS

Fighting NoVa Rip-offs!
Dave Albo stands up for NoVa!NO to NoVa Transportation Rip-offs! Dave Albo led the fight to successfully kill the 2008 transportation tax increase, which raised your taxes and then gave you only 30 cents for every road repair dollar you paid.NO to Fairfax Education Rip-offs! Dave Albo fought the 2004 tax increase, which raised your sales taxes for schools but gave you only 30 cents for every dollar you spent.YES to Road Maintenance Funding on Science, Not Politics. Dave's bill mandates that road maintenance funding be spent on the roads where its needed. Presently, NoVa has 30% of the roads, but gets only 14% of the funding. Dave's bill passed the House but died in the Senate. He won't give up until it's passed.

Dave was a leader on the team that brought more transportation funds to our area than any other place in Virginia. Here is what Dave is working on right now:• Widening of the Beltway, I-95 and I-395• New traffic signals throughout our community• Improve and realign Rt. 1 / Mt. Vernon Memorial Hwy. / Mulligan Rd. intersection• Fairfax Co. Pkwy: - Completion of final section Underway! - Crossover barriers to stop head-on collision - Light timing changes to reduce congestion - Redesignation from "secondary" road to "primary" to get more state repair funds

TAXATION

Fighting Outrageous Taxation
Dave's 18 year fight against outrageous taxation:• Repealed the Car Tax. (This has not been fully implemented, but presently, you enjoy a tax cut of $630 on a $20,000 car.)• Cut the Food Tax in Half.• Eliminated the Tax on Pharmaceuticals.• Created a Sales Tax Holiday for School Clothing and Supplies.

ANIMALS

Animals
"Sometimes societies can be best judged not on how they help themselves, but how they help those who cannot help themselves. This is nowhere more relevant than our government’'s protection of animals. Over my 9 terms in the house, I have accomplished a great deal in protecting animals from abuse:" -- Dave AlboAnimal Fighting. Dave was able to devise a compromise solution that resulted in the bill finally being passed after many years. The new bill raises the punishment for animal fighting from a mere fine to a Class 1 Misdemeanor (up to a year in jail) and a Felony if weapons are used (e.g. use of razors on chicken claws), or gambling takes place. Gas Chambers. Dave helped eliminate the use of gas chambers to euthanize animals. It has been found that this is a painful way for an animal to die.Neglect. In the past, a person could only be prosecuted for actually abusing an animal. Simply neglecting a pet (e.g. failing to give your dog food, water or shelter in extreme temperature) was not illegal. Dave's bill in the 2007 Session, made this abhorrent behavior a felony.

Improving Our Economy

Smaller & More Efficent Government
Dave Albo helped reduce government spending to 2006 levels. As a result, citizens have more of their hard earned money in their pockets, and this has grown Virginia's economy. Virginia is now ranked: • 2nd Best State to do Business • Top 5 in Best State Public School Systems • Tied for First in Best Governed States Denying Taxpayer Benefits to Illegal Aliens. Dave's laws deny drivers licenses and taxpayer benefits, such as Welfare, to illegal aliens. Virginia needs to spend your tax dollars on citizens and legal immigrants, not illegal aliens.

CRIME

Crime
Dave Albo has served his constitutents in the House of Delegates since 1993, and has written and passed some of Virginia's most important legislation in the past 18 years.Elimination of Parole. Dave was an original co-sponsor of this bill, and helped write its very first draft. The elimination of parole has dropped Virginia's violent crime rate far beyond the national average. This is because 75% of violent crime are committed by repeat offenders. Since we now keep them in prison, they are not in your neighborhood committing crimes. Harshest DWI/DUI Laws in U.S. As Chairman of the Courts of Justice Committee, Dave helped write most of Virginia's recent DWI/DUI punishment bills, which make Virginia's laws the toughest in the U.S. His efforts earned Dave MADD's Legislator of the Year award.Virginia Puts Child Molesters Away FOR LIFE. Dave Albo was an original co-sponsor of the Sexual Predator Civil Commitment Law, and the Chief Sponsor of Virginia's Jessica's Law that increases punishment on violent child molesters by 500%.Anti-Terrorism Law. Delegate Albo is the author of this 2002 law that is being used to execute the Sniper John Mohammed, and that gives police investigative tools to fight terrorists, such as the ability to wire tap computer traffic so terrorists can no longer hide.Long Prison Terms for Drug Dealers and Life in Prison for Kingpins. As Chairman of the House Courts of Justice Committee, Delegate Albo has ensured drug dealers get lengthy prison time.Gangs. Dave wrote Virginia's anti-gang laws that make recruitment into gangs a felony and give mandatory prison time for gang crimes near schools. These are some of the toughest anti-gang laws in the U.S.

IMMIGRATION

Honoring Legal Immigrants - Fighting Illegal Immigration
Barring Illegal Aliens' Driver's Licenses. Delegate Albo and Sentor Jay Obrien were the first two legislators in the U.S. to bar illegal aliens from obtaining Virginia Driver's Licenses.Barring Illegal Aliens from Taxpayer Funds. Delegate Albo was the second legislator in the country to bar adult illegal aliens from receiving non-emergency taxpayer funded programs.

LAND PRESERVATION

Preserving Open Space
"When I first moved to West Springfield in 1970, I was in third grade and Springfield was the edge of Northern Virginia. We used to play in the woods and in Accotink Creek, which is now Daventry and Greenspring Village. We used to visit the dairy farm, which is now the regional library at Huntsman and Keene Mill. It disappears quickly, and that is why I have dedicated myself to preserving what we have. Over the years, my bills and those that I have helped pass have preserved hundreds of thousands of acres of open space." -- Dave AlboA New Way to Conserve Land. When a system is not working, Dave Albo often thinks outside the box for ways to achieve results. Under Virginia's old land-preservation system, in order to save it, the state would have to buy land outright. This was a very expensive way to preserve land, and in NoVa, where land is so expensive, it practically precluded any land preservation. Dave Albo led the effort to preserve land through purchasing just the development rights. How does this work? If a person owns 5 acres of land in Fairfax County, that land would be worth $1 million. With the old system, the state could purchase that land and save 5 acres for $1 million. Under Dave's approach, the state purchases just the development rights (e.g. a payment of $250,000 if you never develop the land). The land owner maintains title to the land, but is restricted in its use. This is known as a Conservation Easement. This Conservation Easement is recorded in the land records of the court, so at any time in the future, if someone tries to purchase or develop the land, there is a permanent prohibition on development. How effective is this method? Under the old system of outright purchase, $1 million buys 5 acres. Under the Conservation Easement system, $1 Million buys 20 acres of open space - a 400% increase! Land Preservation Tax Credit Program. By taking the concepts generated in the Land Conservation Easement method outlined above, Dave and the General Assembly increased its effectiveness by combining it with tax credits in 1999. After this tax credit bill went into effect, land preservation in Virginia exploded! The result -- Virginia has increased land preservation by 583%!

QUALITY OF LIFE

Quality of Life
NeighborhoodsFighting Overcrowded Houses and Commercial Truck Parking. Delegate Dave Albo is one of the General Assembly's leaders in giving local governments more tools to fight the deterioration of our residential neighborhoods. In older neighborhoods built before homeowners associations became prevalent, there are no restrictions on how people maintain their property or how many can live in a house, and no regulatons on what can be parked on the local streets. If you are to travel in older neighborhoods, you will see people who abuse their neighbors by packing many unrelated people into a house, running businesses (e.g. taxi or lawn care) out of their homes, and parking their commercial trucks on the street. Delegate Albo's laws give county zoning enforcement the ability to get search warrants for zoning violations such as exceeding the number of people who can live in a house and operating a business out of a residential unit. His other bills give police the ability to ban and ticket parking of trailers, containers, and trucks greater than 12,000 lbs or greater than 20 feet.Smoking BanDelegate Albo Writes the Historic Compromise that is Approved by Republicans and Democrats. People often complain that politicians don't work across party lines and don't compromise. When it comes to things like the Democrats' plan to release gang members and drug dealers out early, Delegate Dave Albo fights. But when politics gets in the way of what his constituents want, Dave will work with anyone who can get things done. In the past, politics got in the way of banning smoking in restaurants, a request from thousands of constituents. Dave wanted to ban smoking in restaurants, but still allow business owners who wanted to operate an establishment that was designed for smoking to do so. Dave drafted the monumental smoking ban compromise. It bans smoking in restaurants, but allow them to create an area that is separated by walls or glass and is separately ventilated so that the smokey air does not permeate into the rest of the establishment. His bill also allows private clubs to decide for themselves. This was very important to Dave because of his belief that, in America, you can't tell private individuals what to do in the privacy of their own homes. Thus, for example veterans who fought in WWII, Korea, Vietnam, and even Iraq and Afghanistan can decide for themselves what they want in their own VFWs or American Legions.Helping The Less FortunateDespite what the Democrat Party says about Republicans and Dave Albo, Dave is a champion for helping those who are unable to help themselves.In 1997, Dave helped pass the Family Access to Medical Insurance Security (FAMIS) which gives free health care to all children in Virginia whose parents cannot afford health insurance. There are currently 430,878 kids covered by this program, and the number grows every month!Since Dave took office in 1994, spending on programs for the less fortunate, has increased over 100 percent! So don't listen to Dave's detractors; Dave and the Republican Party are dedicated to helping those who cannot help themselves. The key difference is that we will not spend taxpayers' money on able-bodied people who just refuse to work. This was the core principle around the 1995 bill that reformed Welfare. It withdrew funding for those who are able, but simply refuse to work. It gave working mothers access to child care, made deadbeat dads pay their child support, and enabled people to get an education so they can get a job.ECHO. Using his seniority in the House, Dave Albo secured a $25,000 state grant to help Springfield's wonderful charity, Ecumenical Community Helping Others (ECHO). ECHO is a combined effort of Springfield's churches to help Springfield's less fortunate have food and clothing. Not a single person working at ECHO accepts even one penny of pay. They do it out of their love for Springfield and compassion for those less fortunate.Lorton Community Action Center. Lorton Community Action Center (LCAC), takes care of the poor from the South County area. For years, Dave Albo has personally contributed to help LCAC raise money. In 2004, he donated all the pay he received during the extended Session (this was the 2004 Session where the Governor's tax increase was passed over Dave's objection) to the LCAC. In addition, Dave's campaign, his law firm, and Dave himself have donated. He is personally committed to helping the LCAC help South County's less fortunate. The LCAC not only helps feed and clothe the poor, but they also provide many services including ESL and computer learning classes, free legal services, and several programs for children, like after school care and sports programs.

Q.What the h_#* is this? A. It's Delegate Dave Albo's fundraiser for friends and constituents. It's unlike any fundraiser you have ever been to because its actually fun! Don't expect croissants and brie, nor pinot noir or Grey Goose. Dave serves cold American beer, soda and munchies. And don't expect small talk while you plan your escape from the boring event because you would rather get home to watch Dancing with the Stars. You'll want to stay because Dave's band plays a set of 12 classic rock songs at Fairfax County's premier rock club - JAXX. In addition to Dave's band, his fellow WSHS alumni, friends, constituents, and maybe a guest star will also be playing in this Springfield Rock Extravaganza!Q.Why is Dave raising $? Does he have an opponent?A.The Chairman of the Fairfax County Young Democrats is running to try and unseat Dave. We know nothing about him, other than he is really into politics. He advertised that he worked on the Obama Campaign, and as of late, he has been participating in Labor Union Strikes. Even though Dave has served for 18 years and had a solid win in 2009, we can't take anyone for granted. Dave's 2009 race was the most expensive in the history of Virginia ($920,000+)! This year, we are going to try and do it for much much much less. So don't go overboard like you did in 2009, but we do need to do things like get the mail out, and each one costs $7,000!Q.Band? Did you say Daves band?A. Yes, the band is comprised of Dave on bass, Delegate John Cosgrove on lead vocals, and the recently retired Delegate Sam Nixon on keyboards. Rounding out the band are some of Daves friends and, last but not least, the star of the show - Rita Albo on tambourine. The band is better than Justin Bieber but not as good as The Rolling Stones. Q. Can I afford it?A. Yes, you can. For those who have been hit by the recession but still want to go to Albopalooza and support Dave, we set the single ticket donation at only $45. That's practically free! It includes all beverages and munchies.Q. Can I bring my friends? A. Yes, please do, but RSVP early because we came close to selling out in 2010.Q. What's different from last years? A. We implemented some improvements. Because of the unexpected turnout last year, we did not handle the check-in process well. This year, if you pay in advance, you will go through a separate line that will get you in immediately. Also, last year, people did not realize that beer, wine and soda were free. Some people paid at the bar because the bar tenders did not properly explain the set up. So this year, if you are reading this, you know, that beverages are included! And we will remind the staff of JAXX. Of course, you can get mixed drinks, but you have to pay for that! After all, it is a fundraiser.
